Custom Installation Deployment Guide for Enterprise Users (legacy method, pre-v2025.2.1 / v14.0.1 to v2026.1.3 / 14.0.6)

Answer

This article applies to Foxit PDF Editor legacy versions, pre-v2025.2.1 / v14.0.1 to v2026.1.3 / 14.0.6.For Foxit PDF Editor version 2025.2.0 / 14.0.0 or lower, please refer to the method outlined in this KB article for deploying Foxit PDF Editor. For Foxit PDF Editor v2026.2 / v14.0.7 or later, please refer to this article.

Background

From v2025.2.1 / v14.0.1 to v2026.1.3 / 14.0.6, standalone MSI installer packages are no longer provided. The full installation package available is EXE-based and includes the following components:

  • The MSI base installer for version 2025.2.0 or 14.0.0
  • The latest MSP patch file
  • Language-specific MST transform files

Previously (v2025.2 and earlier, v14.0 and earlier and v13.x), the EXE format (WIX Bundle) did not support command-line extraction, making it difficult for enterprise deployment tools such as FCW to access the MSI and related files directly.

From v2025.2.1 / v14.0.1 to v2026.1.3 / 14.0.6, the EXE installer supports command-line extraction, allowing IT teams to retrieve the MSI, MSP, and MST files needed for deployment. This enhancement enables customers to either extract the files themselves or use the pre-extracted ZIP package provided by Foxit. The ZIP package contains all necessary components for enterprise deployment.

This approach ensures that enterprise customers can continue using familiar MSI-based workflows for customization and deployment.

Expand EXE Packages (Optional)

The operation of FCW relies on MSI files. If you have downloaded the EXE installer and prefer to extract the files manually, you can use a command-line tool (as described below) to obtain the MSI and other required components.

To expand an EXE:

  1. Open a command prompt
  2. Use the appropriate command based on your installer type.

Command Line: /extract

ZIP Package Contents

To download the latest version of Foxit PDF Editor, please visit: https://www.foxit.com/products/catalog/

After extracting the ZIP file, users will find:

File Name Description
FoxitPDFEditor.msi Base installer for version 2025.2.0 or 14.0.0
FoxitPDFEditorUpd202521.msp Patch package for the latest version
Transforms Language-specific MST files
Setup.exe Installer launcher
setup.ini Configuration file for Setup.exe
Generating a Transform File (MST)

For customized deployments, IT teams can use FCW to configure the MSI base installer (2025.2.0 or 14.0.0) and generate a custom MST file. This MST file can be reused for future updates.

A transform (.mst) file contains your customizations to the MSI installer. If using FCW or another configuration tool:

  1. Import FoxitPDFEditor.msi into the tool
  2. Apply your desired settings
  3. Export the MST file (e.g., FoxitPDFEditor.mst)
  4. Save it to the same directory as the installer files

This MST file can then be referenced during installation via setup.ini or command line.

Deployment Options

Option 1: Bootstrapper Installation via Setup.exe (Recommended)

The Setup.exe launcher reads setup.ini to apply your MST and other parameters. This is the preferred method for most enterprise deployments.

Steps:

  1. Customize the installer using FCW or another tool
  2. Ensure FoxitPDFEditor.mst is saved in the same folder
  3. Open setup.ini and verify the CmdLine includes your MST reference
  4. You may run Setup.exe directly or deploy the entire folder.

Examples of Setup.ini usage:

Scenario CmdLine Configuration
Standard install CmdLine=TRANSFORMS="FoxitPDFEditor.mst"
Silent install CmdLine=TRANSFORMS="FoxitPDFEditor.mst" /qn
Language-specific install CmdLine=TRANSFORMS="Transforms\zh.mst"
Combine MST + language CmdLine=TRANSFORMS="FoxitPDFEditor.mst;Transforms\zh.mst"

Option 2: Command-Line Installation (Advanced)

For IT teams preferring direct control, use msiexec to install with MST and patch files.

Standard Silent Install:

msiexec /i <path\FoxitPDFEditor.msi> TRANSFORMS="FoxitPDFEditor.mst" /qn msiexec /p "FoxitPDFEditorUpd202521.msp" /qn

To include a language MST:

msiexec /i <path\FoxitPDFEditor.msi> TRANSFORMS="FoxitPDFEditor.mst;Transforms\zh.mst" /qn msiexec /p "FoxitPDFEditorUpd202521.msp" /qn
 Future Update

Customers do not need to download the ZIP package again for every version update. Instead, they can simply download the latest MSP patch file and deploy it for installation.

MSP for each version can be found in: How to Patch Update Foxit PDF Editor/Reader for windows
